Even though we’ve written about validation several times, let's revisit its definition. ASQA calls validation a quality review of the assessment process.

Essentially, validation is about identifying which parts of an RTO's assessment process are effective and which need improvement. With a proper grasp of its key aspects, validation becomes less daunting.

As stated in Clause 1.8 of the SRTOs 2015, RTOs must ensure their assessment systems, including RPL, comply with the training package requirements and adhere to the Principles of Assessment and Rules of Evidence.

According to the standards, two types of validation must be conducted.

The first type of validation ensures that your RTO's assessment meets the requirements of the training package within your scope.

The second validation type ensures that assessments adhere to the principles of assessment and rules of evidence.

This implies that we validate both prior to and following the assessment. The focus of this article is on the first type: assessment tool validation.

As previously discussed in our blogs, validation involves two processes: (1) assessment tool validation and (2) post-assessment validation.

Assessment tool validation, often referred to as pre-assessment validation or verification, deals with ensuring all unit requirements are addressed as per the first part of the clause, ensuring complete workbook compliance.

Post-assessment validation, in contrast, is about the implementation, requiring Registered Training Organisations to conduct assessments adhering to the Principles of Assessment and Rules of Evidence.

For this piece, our emphasis will be on assessment tool validation.

How Assessment Tool Validation is Conducted

Now that we understand the two types of validation, let’s explore the details of assessment tool validation.

Best Times to Conduct Assessment Tool Validation

The aim of assessment tool validation is to make sure that all elements, performance criteria, and performance and knowledge evidence are included in your assessment tools.

Therefore, whenever you acquire new learning resources, you must conduct assessment tool validation before allowing students to use them.

You don’t have to wait for the next scheduled validation in your 5-year cycle. Validate new resources right away to ensure they are ready for students.

Still, this isn't the sole reason for conducting this type of validation. Conduct assessment tool validation when you:

- updating your resources
- new training products get added on scope
- review your course against training product updates
- learning resources get identified as a risk during your risk assessment

The Australian Skills Quality Authority employs a risk-based approach for regulating RTOs and expects regular risk assessments. Therefore, student complaints about learning resources are an ideal time to conduct assessment tool validation.

Bear in mind, this validation is meant to ensure all learning resources are compliant before use. All RTOs are required to validate all unit resources.

To conduct assessment tool validation, you will need the entire suite of your learning resources:

Mapping tool – start by investigating this document. It shows which assessment items meet unit requirements, facilitating quicker validation.

Learner/student workbook – check its suitability as an assessment tool during validation. Ensure instructions are clear and answer fields are sufficient. This is a common issue.

Assessor guide/marking guide – ensure that instructions for assessors are sufficient and clear benchmarks for each assessment item are provided. Clear benchmarks are essential for reliable assessment outcomes.

Other related resources – such as checklists, registers, and templates developed separately from the workbook and marking guide. Ensure they are suitable for the assessment task and address unit requirements.

Validation Committee

Clause 1.11 outlines the requirements for validation panel members, indicating validation can be done by one or more individuals. Typically, RTOs require all trainers and assessors to attend, occasionally inviting industry experts.

Together, your validation panel should possess:

Relevant vocational competencies and up-to-date industry skills for the unit being validated

Up-to-date knowledge and skills in vocational teaching and learning

One of the following training and assessment qualifications:

TAE40116 Certificate IV in Training and Assessment or the equivalent successor

Key Principles of Assessment
Fairness – Does the assessment provide equal opportunity and access to all participants?

Flexibility – Does the assessment offer multiple ways to show competence according to different needs and preferences?

Validity – Is the assessment measuring what it is supposed to measure? Is it a valid tool for assessing the required skill or knowledge?

Reliability – Will the assessment achieve consistent results every time, no matter who conducts the training? Will different assessors consistently decide on skill competence?

Basic Rules of Evidence

Validity – Does the evidence confirm that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is the evidence enough to confirm the learner has the required skills and knowledge?

Authenticity – Does the assessment tool ensure that the work belongs to the candidate?

Currency – Are the assessment tools based on current units of competency and up-to-date industry practices?

Although these are regularly covered in VET professional development and nationally recognised training, numerous tools still struggle to meet these requirements.

To avoid employing learning resources that leave unit requirements unmet, be sure to adhere to these guidelines:

Demonstrate What You Teach

Pay close attention to the verbs in the unit requirements and ensure they are addressed by the assessment item. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement asks students to:

Carry out each of the following activities at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication in accordance with service and regulatory requirements:

diaper changing

prepare bottles, feed babies from bottles, and clean equipment

prepare solid food and feed babies

respond to baby signs and cues suitably

prepare and settle infants for rest

monitor and encourage age-appropriate physical exploration and gross motor skills

Getting students to describe the nappy-changing process for babies under 12 months old doesn’t directly meet the unit requirement. Unless the requirement assesses underpinning knowledge (i.e., knowledge evidence), students should be doing the tasks.

Watch Out for the Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the read more students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.

Full Compliance or Not Competent

Mind the lists. In the previous example, if students perform only half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Every assessment item must include clear and specific benchmark answers to guide the assessor’s judgment on student competence. Consequently, ensure your instructions are clear and not confusing for students or assessors. For example:
What kind of information can be included in a work package?
What can be included in a work package?

The answer could include:

Required resources

Relevant costs

Duration of activities

Allocated roles and responsibilities

When an assessment item demands multiple answers, indicate the number of answers a student must provide. This ensures your assessment is reliable, and the evidence collected is valid.

This applies equally to assessment items with double-barrelled questions or questions that require more than one answer at the same time. These can confuse students and assessors, as illustrated in the example below:

Identify a hazard and/or environmental concern in the work area and select the most effective hazard control hierarchy.

Answers could include, but are not limited to:

Weather conditions – isolating the work area, engineering, personal protective equipment

Work area and ground conditions – eliminating hazards, isolation, use of engineering controls

People – isolation, engineering, administration

Structural hazards – substitution, isolating, engineering controls

Chemical hazards – isolation, use of engineering controls, administration

Equipment or machinery – isolation, engineering controls, administrative controls

Avoiding double-barrelled questions makes it simpler for students to answer and for assessors to accurately judge student competence.

This affects your compliance history, so it's better to take a safe and compliant approach.
